PROBLEM TO BE SOLVED: To prevent the leakage of personal information in the case of measuring a traffic volume.SOLUTION: A probe device 10 includes: a position information acquisition part 12 for acquiring the position information of the probe device 10; a direction information generation part 13 for generating direction information indicating the travel direction of the probe device 10 from the position information at a predetermined observation point; and a transmission part 14 for converting the direction information into packet data, and for transmitting the packet data to a base station 20. The base station 20 includes: a reception part 21 for receiving the direction from the plurality of probe devices 10; and a direction information tabulation part 22 for generating traffic volume information by tabulating the direction information in each predetermined time, and for transmitting the traffic volume information to an analysis server 30. The analysis server 30 measures the traffic volume on the basis of the traffic volume information received from the plurality of base stations 20.
