A magnetic material is pulverized into magnet powder, and the pulverized magnet powder and a binder are mixed, thereby producing a compound (12). The produced compound (12) is then molded into a sheet shape to fabricate a green sheet (14). After that, the molded green sheet (14) is magnetically oriented by applying a magnetic field thereto and the magnetically oriented green sheet (14) is deformed, thereby forming a product shape. After that, sintering is performed to manufacture a permanent magnet (1). The permanent magnet (1) has a ring shape and is formed so that the magnetization easy axis is oriented tilted so as to focus in a direction along a focusing axis (P) set in the radial center direction of the ring shape.
