PROBLEM TO BE SOLVED: To provide a device and a method that can generate an MPD (Media Presentation Description) higher in distribution efficiency that before enabling a reproduction device to perform trick reproduction at an arbitrary reproduction position.SOLUTION: A distribution server 300 distributes an MPD of a content periodically to a client device 100 during live distribution of the content. A distribution server 300 includes a meta data creation part 320 which creates an XML file including an URL of each media segment (MS) belonging to each of past periods for the period. The meta data creation part 320 also creates the MPD. In the MPD, the file name of an XML file including the id of a period is described for an MS belonging to each of the past periods among a plurality of MSs constituting the content. For a current period, an URL of each MS belonging to the period is described.
