The system has a case on which a display with light emitting diodes are fixed and activated based on speed of rotation of a vehicle wheel, using a computer (2), such that each diode forms a message point. A metering system (3) includes a spring, a flyweight and a pressure sensor disposed relative to an axis of rotation of the case for determining the rotation speed of the wheel. A luminosity detection module returns an external luminosity to the computer.
