PROBLEM TO BE SOLVED: To achieve an organic EL element improved in light extraction efficiency.SOLUTION: The organic EL element includes a functional layer 103 on a main surface of a substrate 101, the functional layer 103 including a first electrode layer 110, an organic light-emitting layer 120, and a second electrode layer 130 provided sequentially from the substrate 101 side. The functional layer 103 has a plurality of flat portions 103A parallel to the main surface, and a plurality of inclined portions 103B provided between the flat portions 103A and inclined with respect to the main surface. The inclined portions 103B reflect light propagating in the functional layer 103 in a direction intersecting the main surface.
