In a route search system (1), a server (3) transmits traffic information in which stop time information at each intersection is stored to a navigation device (4) in order to search for a route. There are a first signalized intersection through which no probe car has actually passed or a relatively small number of probe cars have passed and a second signalized intersection through which a relatively large number of probe cars have actually passed. Stop time information is not created because the collection of the stop times of probe cars at the first signalized intersection is insufficient, and the stop time information is complemented by stop time information created at the second signalized intersection.
