PROBLEM TO BE SOLVED: To provide a frequency stabilizer capable of reducing changes in frequency of electric power while preventing imbalance in demand and supply of electric power.SOLUTION: A frequency stabilizer 101 includes: an electric power detection system control amount calculation section 1211; a frequency detection system control amount calculation section 1212; and a command value generation section 1213. The electric power detection system control amount calculation section 1211 generates a first command value based on imbalance in demand and supply of the electric power in an isolated system 5. The frequency detection system control amount calculation section 1212 generates a second command value based on the changes in frequency of the electric power in the isolated system 5. The command value generation section 1213 generates a command value to be given to a first storage battery 3a based on the first command value and the second command value.
