Provided are a detection system, a detection method, and a program whereby a mobile object can be preferably detected. The detection system is provided with: an image input unit (110) that receives the input of a plurality of image frames with different photography times; a background model-to-model distance computing unit (150) that calculates differences between a first background model generated on the basis of the image frame of a processing time, a second background model having a smaller influence of the image frame of the processing time than the first background model, and a third background model having a smaller influence of the image frame of the processing time than the second background model; and a mobile object detection unit (160) that detects a first region in the image frame in which the difference between the second background model and the third background model is equal to or greater than a first threshold value and in which the difference between the first background model and the third background model is equal to or greater than twice a second threshold value of the difference between the first background model and the second background model. |
