Novel particles (I) comprise an inorganic or organic polymeric matrix, having cationic groups distributed over the whole cross-section of the particle interior and are permeable to low-molecular anionic hydrophilic molecules. An Independent claim is also included for the production of (I), by precipitation of the matrix from solution in presence of a dissolved cationizing agent, using a non-solvent.
