The objective of the invention is to generate MPEG-2 TS format data in which a key applied to a decrypting process can be analyzed by analyzing decrypted image data. Packets, which store encrypted image data generated by applying different encryption keys to respective different image areas, are generated. At the stage preceding a packet storing the encrypted image data generated by applying the same encryption key, an encrypted key-identifier storage packet, in which the identifier of the applied encryption key is stored as encrypted data, is set. Further, at the stage preceding the encrypted key-identifier storage packet, an unencrypted key-identifier packet, in which the identifier of the encryption key applied to the encryption of the data stored in the encrypted key-identifier storage packet is stored as unencrypted data, is set, thereby generating MPEG-2 TS format data. |
