A cosmetic composition for preventing dandruff is provided to improve the dandruff and be effective for alleviating itch without side effects on skin. A cosmetic composition for preventing dandruff comprises saponin extracted from seeds of Camellia oleifera, wherein the dried weight of the saponin regarding the composition is 0.1-20 wt.%. The composition comprises 0.1-2 wt.% of at least one anti-dandruff agent selected from the group consisting of zinc pyrithione, piroctone olamine, climbazole, tar, sulfur and salicylic acid. Further, the composition is shampoo, hair conditioner, hair tonic, hair cream, hair spray or hair mousse.
