<P>PROBLEM TO BE SOLVED: To provide a light emitting device which emits uniform color light from the top face and the entire outer side faces, and also to provide a lighting system mounted with the same. <P>SOLUTION: The light emitting device comprises: a substrate 1 formed with a recess portion 1c for storing a light emitting element 2 on the upper principal plane 1f thereof by a side wall portion 1b made of a light transmissive material which is formed on the upper principal plane 1f of the substrate 1; the light emitting element 2 mounted in the recess portion 1c; a first translucent member 5 containing a fluorescent material which is arranged above the light emitting element 2; and a second translucent member 9 containing a fluorescent material which is arranged on the outer side faces 1g of the side wall portion 1b of the substrate 1.
