<P>PROBLEM TO BE SOLVED: To start an internal combustion engine more reliably in a vehicle having the internal combustion engine for outputting motive power for running, an electric motor for inputting/outputting the motive power between the output shaft of the internal combustion engine, and a capacitor as an exclusive electric storage device. <P>SOLUTION: The engine is started by motoring the engine by the electric motor, using a start voltage Vstart which is lower than a voltage Vset being set for running on a target course, as a lower limit voltage Vlow of the capacitor.
