A clock deviation value generation unit (302) compares the most recent of the plurality of clock deviation measurement values stored in the deviation measurement value storage unit (301) with the other clock deviation measurement values and outputs the most recent clock deviation measurement value to the sampling period counting unit (105) if the most recent clock deviation measurement value matches with the other clock deviation measurement values or outputs one clock deviation measurement value from among the other clock deviation measurement values to the sampling period counting unit (105) if the most recent clock deviation measurement value does not match with the other clock deviation measurement values.
