The present invention relates to an optical semiconductor illuminating apparatus. The optical semiconductor illuminating apparatus includes a light emitting module including a semiconductor optical device; a casing part which is arranged on the upper side of the light emitting module and includes a switching mode power supply (SMPS) inside; a first sealing part which includes a packing frame fixed to the outer edge of a connection slot penetrating the lateral part of the casing part, and blocks moisture and foreign substance from the outside; and a second sealing part which is formed in the upper part of the casing part and blocks moisture and foreign substance from the outside. Complete waterproof property and airtightness are obtained. Also, workability can be improved in spite of maintenance such as repair and replacement.
