The present invention relates to an optical semiconductor illuminating apparatus which comprises: a housing which supplies power from one portion, and has a first area; a heat dissipation base which is extended from the housing, and has a second area smaller than the first area; and a light emitting module which is formed on one portion of the housing and the heat dissipation base, includes at least one semiconductor optical element, and has a third area, smaller than the first area and bigger than the second area. The housing forms an overlapped area of a fourth area overlapping the light emitting module. The light emitting module is electrically connected through the overlapped area. The optical semiconductor illuminating apparatus: reduces the number of unnecessary parts such as a cable gland; performs perfect waterproofness and sealing; and neatly connects wiring.
