The present invention relates to a device and a method to detect scalping defects. The device to detect scalping defects comprises: a slab identifying unit identifying a slab in a video wherein a rolled material is recorded; a shadow detecting unit detecting a shadow caused by a height difference of a scalping region of the slab identified by the slab identifying unit; an interest region selecting unit selecting a plurality of regions of interest (ROI) including two regions of the shadow detected by the shadow detecting unit on both sides of a boundary; and a scalping defect determination unit determining the scalping detects of the shadow detected based on frequency properties of the plurality of ROIs selected by the interest region selecting unit. Accordingly, the scalping defects of the hot-rolled scalping slab difficult to be checked with the naked eyes due to high temperatures thereof is able to accurately be detected.
