PROBLEM TO BE SOLVED: To provide a remote monitoring device and a remote monitoring system, capable of increasing the reception capability at a remote monitoring center according to the necessity, and easily receiving an abnormal data notification if the number of the abnormal data notifications to the remote monitoring center increases abruptly.SOLUTION: A monitoring center 5 includes a line changeover determination device 8 which changes the line configuration of reception lines 6-6n and transmission lines 7-7n which are set by a communication service provider 9.
