PROBLEM TO BE SOLVED: To provide an LED element substrate that is able to ensure readability for characters while satisfying resolution and index of reflection.SOLUTION: A substrate for mounting LED comprises: an insulation substrate; a conductor pattern having a terminal for connecting LED, which is formed having a projecting step on this insulation substrate, and a terminal for mounting LED; a lower-layer solder resist formed on the insulation substrate and conductor pattern such that while the projecting level difference is decreased, part on the terminal for connecting the LED and part on the terminal for mounting LED are exposed; and an upper-layer solder resist formed on this lower-layer solder resist such that part of the lower-layer solder resist is exposed.
