<p>The surface sensor (10) has a flat substrate (12) on which a conductivity sensor element (14) is arranged. An electrical conductor (16) is provided in the conductivity sensor element. A time domain reflector element (24) is arranged at both sides of conductivity sensor element. A conductor track (26) and an electrical conductor (28) are provided in time domain reflector element. The conductor of time domain reflector element is extended parallel to conductive path.
