The present invention relates to a grain processing device using a voltage and a grain processing method using the same and, more specifically, to a grain processing device using a voltage and a grain processing method using the same, capable of improving mouthfeel, a digestion rate, and a processing rate, and promoting mass production. The device comprises: a polishing unit for polishing grain; a storage hopper for storing the grain polished in the polishing unit; a measuring and packaging unit for measuring and packaging the grain stored in the storage hopper; a power unit for supplying power which operates the polishing unit, the storage hopper, and the measuring and packaging unit; and a high voltage generating unit for forming cracks in the grain stored in the storage hopper by applying the voltage to the storage hopper. |
