The present invention relates to an apparatus for fastening an insulation assembly of a cargo hold for adjusting a stepped pulley and, more specifically, to an apparatus for fastening an insulation assembly of a cargo hold for adjusting a stepped pulley capable of having a basic function of fixing the location of an insulation assembly of a cargo hold, adjusting a stepped pulley of an insulation assembly and supporting load together, and reducing the use amount of an adhesive and reducing heat loss by reducing a fastening hole. According to the present invention, an apparatus for fastening an insulation assembly to the inner wall of a hull comprises: a stud fixed to the inner wall of a hull; a stepped pulley adjusting means for adjusting the stepped pulley of an insulation assembly; and a fastening means for fastening the stepped pulley adjusting means to the insulation assembly. Therefore, provided is the apparatus for fastening an insulation assembly of a cargo hold for adjusting a stepped pulley.
