PROBLEM TO BE SOLVED: To provide an illumination lamp which is improved to achieve improvement of the assemblability and the manufacturing quality, and to provide a lighting device.SOLUTION: An illumination lamp includes: a light emitting unit formed by disposing a light emitting element on an attachment body formed into a long shape; a cylindrical cover which is formed into a long shape and stores the light emitting unit; and a mouth piece having a mouth piece housing and a terminal integrally formed with the mouth piece housing, the mouth piece attached to an end part of the cover. The mouth piece is attached so that the mouth piece housing and the attachment body engage with each other and the terminal is electrically connected with the light emitting unit when the mouth piece is inserted into the end part of the cover.
