PROBLEM TO BE SOLVED: To provide a common mode filter and a manufacturing method thereof.SOLUTION: The common mode filter in accordance with an aspect of the present invention includes: a substrate; a filter layer which includes a coil and a dielectric layer and is disposed on the substrate and configured to remove a signal noise; and a magnetic layer being laminated on the filter layer. In the filter layer, a surface joined with the magnetic layer is formed to be flat by embedding the coil on the surface joined with the magnetic layer such that one surface of the coil is exposed.
