PROBLEM TO BE SOLVED: To reduce water treatment cost, and to improve and stabilize a water recovery rate, when performing water recovery of discharged cooling water such as blow water in a circulating cooling water system, by a water recovery system using a separation membrane.SOLUTION: In a circulating cooling water system into which a cooling water treatment agent is added, which is a circulating cooling water system including a water recovery system in which discharged water from the circulating cooling water system is treated by a separation membrane and the treated water is returned into the circulating cooling water system, the concentration of the cooling water treatment agent in the circulating cooling water system is adjusted corresponding to performance change of the separation membrane in the water recovery system.
