PROBLEM TO BE SOLVED: To shorten a drying and calcination time and to reduce a cost without increasing a load in the drying and calcination process.SOLUTION: There is provided a paste composition for forming a micro porous layer, which is produced by adding acetylene black as a conductive material, a PTFE emulsion as a water repellent resin, a dispersant and polyethylene oxide having a molecular weight of 250,000 to 2,200,000 as a dispersion assistant in a range of 1 pts.wt. to 2 pts.wt., to 100 pts.wt. of the solid content total amount of the acetylene black as the conductive material and the PTFE emulsion as the water repellent resin.
