PROBLEM TO BE SOLVED: To provide a transparent conductive device which can be stably connected to external peripheral circuits, and a touch panel having the transparent conductive device.SOLUTION: The transparent conductive device includes: a transparent substrate; a multilayered structure over the transparent substrate; a silver-based transparent metal film between the transparent substrate and the multilayered structure, which is formed of a high refractive-index layer containing dielectric material or oxide material; and a wiring layer over the transparent substrate drawn from the multilayered structure. The wiring layer contains conductive fine particles with diameters after calcination not larger than 3.5 times the thickness of the multilayered structure and has a surface roughness Ra not larger than 4 times the thickness of the multilayered structure.
