PROBLEM TO BE SOLVED: To provide a method of manufacturing a radiation image conversion panel which can effectively suppress leakage of light from a columnar structure of a phosphor layer and the radiation image conversion panel.SOLUTION: A method of manufacturing a radiation image conversion panel 1 having a phosphor layer 12 including a phosphor emitting light due to exposure of a radiation comprises: a process of obtaining a phosphor layer consisting of a group of columnar structures 12a by respectively forming phosphors into the columnar shape on one surface of a base material 11; and a reflection coating formation process of respectively coating the outer surfaces of the columnar structures with reflection coatings 14 reflecting light with a prescribed wavelength with a gap 12b left between mutually-adjacent columnar structures. The reflection coating is constituted by inorganic material with a refraction index higher than the refraction index of the columnar structure when the refraction index of the gap is lower than the refraction index of the columnar structure.
