PROBLEM TO BE SOLVED: To provide a technique for avoiding data disposal in handover accompanying a full configuration.SOLUTION: One mode of the present invention is a target base station in handover including: a handover processing part for performing a handover process against a user device for which a full configuration is performed; and a sequence number assigning part for reassigning a sequence number to each packet of a packet sequence addressed to the user device transferred from a source base station.
