PROBLEM TO BE SOLVED: To provide a device, a method, and a program such that congress external voice as a noise can be differentiated.SOLUTION: A separation portion 1092 separates sound data received from a noise reduction portion 1091 into voice data for each speaker included in the sound data. A determination portion 1093 determines whether the voice data for each speaker received from the separation portion 1092 is data of congress voice or data of congress external voice. A voice conversion portion 1094 performs voice conversion into a sound reduced in a sound pressure level or voice conversion into sound data that cannot be heard as voice on the data of the congress external voice received from the determination portion 1093. |
