PROBLEM TO BE SOLVED: To solve the problem in which a congestion state of a place where a surveillance camera is not installed cannot be grasped.SOLUTION: A degree-of-congestion estimation server 10 receiving photograph images 12a and image information 12b from a plurality of wearable terminals 20 is configured to: estimate the number of persons and a sidewalk area from the photograph image 12a by an image analysis to calculate a degree of congestion; record the degree of congestion along with a location where the photograph images 12a are photographed in a degree of congestion table 12c; map the degree of congestion recorded in the degree of congestion table 12c on a map of a map database 14; prepare a point group degree-of-congestion map 12d and an area degree-of-congestion map 12e; and transmit data on the map 12d and the map 12e in response to requests from the wearable terminals 20. |
