PROBLEM TO BE SOLVED: To estimate a reproduction stop state before distribution in progressive download type image distribution.SOLUTION: In this invention, an estimated reproduction stop frequency SC generated after start of reproduction and an average ST of reproduction stop time in each estimated reproduction stop frequency are calculated from an average TA and a standard deviation TS of data transmission quantity (throughput) per unit time from start of download of an image file up to completion of the download, an encoded bit rate BR, image duration DR, and a reproduction start threshold IT, a reproduction restart threshold RT and a reproduction stop threshold ST which are thresholds to be standards for switching reproduction and stop in a storage region (buffer) included in software for reproducing an image to store a downloaded image on the basis of a model formula.
