PROBLEM TO BE SOLVED: To avoid congestion of communication traffic.SOLUTION: A stationary terminal 10 transmits a stationary terminal preamble signature of a plurality of preamble signatures including a mobile terminal preamble signature and the stationary terminal preamble signature, to a base station 30. The stationary terminal 10 also transmits a PRACH signal including information unique to the stationary terminal, to the base station 30. The base station 30 receives any preamble signature of the plurality of preamble signatures. The base station 30 also receives the PRACH signal. When a received preamble signature is a stationary terminal preamble signature, the base station 30 extracts information unique to a stationary terminal from a PRACH signal corresponding to the stationary terminal preamble signature. Transmission/reception of a stationary terminal preamble signature and transmission/reception of a PRACH signal are performed in one connection request procedure.
