PROBLEM TO BE SOLVED: To start the optimal base station under the consideration of a user's physical feeling such as throughput in the case of starting a base station in a stop state.SOLUTION: The mobile communication system is configured to receive first load information from each of a plurality of base stations and UE measurement information from a user terminal, and to, when determining that a user terminal which does not satisfy service quality is present from the received information, select the base station in a stop state in the periphery of the connection cell of the user terminal as a start candidate, and to acquire second load information by predicting the estimated radio quality information of each cell to be measured by a user terminal in the case of starting the start candidate and the change of the connection cell of the user terminal, and to, on the basis of the estimated radio quality information and the first and second load information, calculate the estimation value of the service quality of the user terminal after the starting the start candidate, and to, on the basis of the calculated service quality estimation value, select the base station to be started from among the start candidates, and to notify the selected base station of a start instruction to shift the stop state to the start state. |
