The present invention relates to the construction technology and, specifically, to a flow rate controlling open waterway installed in the rear end of a flow path formed in one side of a non-point pollution reduction wetland or ecological wetland for controlling a flow rate of flowing into the non-point pollution reduction wetland or ecological wetland. Provided is the flow rate controlling open waterway comprising a flow path forming part including a bottom surface, and multiple overstopping prevention walls formed to have a fixed height in both sides of the bottom surface and having a penetrated overstopping hole wherein a part of a side is cut; and a flow rate controlling part equipped to be moved in the direction of the height of the overstopping prevention walls in the rear of the flow path forming part, and for controlling a flow rate for flowing into the non-point pollution reduction wetland or ecological by selectively controlling the opening rate of the overstopping hole and the opening rate of the rear end of the flow path forming part.
