PROBLEM TO BE SOLVED: To adjust pressure in starting opening of a valve according to each refrigerant, simplify the structure of a throttle device, and reduce a manufacturing cost.SOLUTION: A portion corresponding to a spring length adjustment part 10AJ in the outer peripheral part of a tube body 10' is thinned by a caulking roller so that the length of a coil spring 16 is a set length L (second length) made longer than an initial set length L' (first length) and set so that energization force according to pressure in starting opening of a target valve acts; and is extended in a direction of one end 10'E1 along the central axial line of the tube body 10' with a valve seat 22.
