The present invention relates to a graphene-polymer composite, and to a production method thereof. The composite of the present invention uses graphene on which hydrophilic groups are introduced on a surface in the production of the graphene-polymer composite, wherein the number of the introduced hydrophilic groups are greater than or equal to 0.2 and less than or equal to 60, thereby increasing dispersibility of graphene without a use of additional surface stabilizers and dispersion stabilizers and also minimizing disconformation of C=C double bond nonlocalized on the surface of graphene. Accordingly, the graphene-polymer composite can be used in various fields requiring electrical conductivity due to excellent electrical conductivity even if containing a small amount of graphene.
