PROBLEM TO BE SOLVED: To construct an efficient network.SOLUTION: A plurality of communication devices include: first and second communication devices installed in a first region whose population increases in a first period and decreases in a second period; third and fourth communication devices installed in a second region whose population decreases in the first period and increases in the second period; and a fifth communication device. The third communication device, in the first period, sets a third path that has capacity smaller than the sum of first capacity and second capacity and accommodates data transferred by the fourth communication device, between the third communication device and the fifth communication device. The third communication device, in the second period, sets a fifth path that has third capacity between the third communication device and the fifth communication device. A controller, in the second period, determines whether or not the first period is to start; and, in the first period, determines whether or not the second period is to start. |
