PROBLEM TO BE SOLVED: To provide an encoder, a decoder, an optical information recording/reproducing device, an encoding method and a decoding method capable of improving the error correction capability when a multi-error occurs during reproducing a piece of optical information record.SOLUTION: An external code matrix 112 which is generated from a user data matrix 111 is subjected to a code modulation on each of rows to generate a channel bit word matrix 113; and an inner code matrix 114 is generated by using an error correction code P(i, j) on each of the rows of the channel bit word matrix 113.
