Provided are a method for transmitting a signal in a device to device proximity service (D2D ProSe), a base station and a user equipment. The method comprises the following steps: allocating, by a base station, at least one time-frequency resource set for each user cluster in N user clusters within a cell covered by the base station, at least two time-frequency resource sets in M time-frequency resource sets allocated by the base station for the N user clusters being different, wherein N is an integer not smaller than 2, and M is an integer not smaller than N (S110); and transmitting, by the base station, Rth information to an Rth user cluster in the N user clusters, the Rth information being used for indicating an Rth time-frequency resource set allocated by the base station to the Rth user cluster for transmitting a signal, where R has values of 1, 2, ..., N respectively (S120). |
