PROBLEM TO BE SOLVED: To determine whether a user is in a daily life area or in a non-daily life area by considering a service provided on the basis of the position of the user.SOLUTION: An action determination server 10 obtains positional information indicating a measurement point for a position of a user of a communication terminal 20 (S3). The action determination server 10 divides a map into a plurality of mesh regions, counts the positional information per mesh region, and sets a daily life area and a non-daily life area per service provided by the service server 30 (S4-S6). The action determination server 10 determines which the measurement point indicated by the positional information obtained in step S3 belongs to per service, the daily life area or the non-daily life area, and transmits determination data indicating the determination result together with the positional information to the service server 30 (S7, S8). The service server 30 performs service provision control including control to switch between provision and non-provision of the service and control to transmit service information (S9).
