The present invention causes a computer to execute processing including: using form generation data that is input when ordering an article to determine whether or not the article is a chemical substance; and, when the article is a chemical substance, verifying whether or not permission identification information, which indicates that ordering of the article is permitted, is included in the form generation data, and requesting approval of the order of the article depending on the verification result.
