Provided are a method and apparatus for establishing a connection, and a communication system. The method comprises: sending, by a second base station, a user list of the second base station to a first base station, so that the first base station assists a user equipment related to the second base station in accessing the second base station according to the user list of the second base station. By means of the method, apparatus and system in the present embodiments, a first base station can quickly confirm a second base station and a user equipment which can establish a connection, so that the second base station and the user equipment can both quickly discover the other party.
