The purpose of the present invention is to achieve an image encoding device and an image decoding device with which reference pixel positions in inter-layer image prediction can be accurately executed, even in cases when the colour format is a colour format other than 4:2:0. This hierarchical moving image decoding device (1) is provided with: a parameter set decoding unit (12) which decodes an enlarged-reference-layer offset syntax encoded in chrominance pixel units; and a prediction-image generation unit (1442) which derives a scale on the basis of the enlarged-reference-layer offset, i.e. the product of the enlarged-reference-layer offset syntax and the luminance/chrominance/size ratio of an object layer picture, and generates a prediction image. |
