<P>PROBLEM TO BE SOLVED: To provide a relay station device and a relay method capable of relaying data from a mobile terminal while maintaining a good communication quality in a mobile communication system. <P>SOLUTION: A relay device of the present invention relaying communication between a base station device and a plurality of mobile station devices, has: first communication means communicating with the plurality of mobile station devices; determination means determining priorities of a plurality of data received from the plurality of mobile station devices by the first communication means; storage means temporarily storing the plurality of data; decision means deciding a transmission order of the plurality of data on the basis of the determined priority; and second communication means extracting the data from the storage means and transmitting the extracted data to the base station in accordance with the decided transmission order.
