The present invention is to more accurately calculate an energy saving effect and not to require correction of approximation of the energy saving effect while being quite less influenced by external conditions. A energy saving effect calculating unit (15E) selects each set of a valid section and an invalid section in the range of a next value determination reference value of external condition variable values of each other in the section data (14B), and calculates an energy saving effect in an effect calculating section on the basis of the difference in energy consumption between the valid section and the invalid section for each of these sets. |
