Disclosed is a horizontal gas cleaning apparatus having a white smoke reducing means. The horizontal gas cleaning apparatus includes: a housing; a gas and liquid contact unit which is arranged in the housing, cleans process gas by making the process gas come in contact with a cleaning solution, and includes a wet-type unit through which the process gas and the cleaning solution pass and a dry-type unit through which at least external air passes; a cleaning solution allocation unit which is arranged on at least one of a front end portion and an upper portion of the gas and liquid contact unit and sprays the cleaning solution to the gas and liquid contact unit; a white smoke generation unit in which smoke is generated as first exhaust gas, discharged from the wet-type unit, comes in contact with second discharge gas, discharged from the dry-type unit; a white smoke collection unit which is arranged on a rear end portion of the gas and liquid contact unit as the inside or the outside of the housing and collects the white smoke, generated in the white smoke generation unit; and an exhaust means which is arranged inside or outside housing. The external air and the process gas are inserted into the gas and liquid contact unit in the direction crossing the direction of the gravity.
