A tunable phase shifter is provided which includes a planar transmission line including a signal conductor, a dielectric perturber, and movement mechanism for moving at least one of the signal line and the dielectric perturber to provide phase shift. The planar transmission line may be micro-strip line or coplanar waveguide.
