摘要 <p>In order to measure bandwidth at a timing suited to the changes in the congestion of a communication network to be used, a client device (40) or an information-distribution server (10) performs the following: extracts, as a cut-off frequency, the largest frequency component from among frequency components obtained by performing a Fourier transform on trend data expressing a trend in the amount of communication congestion in a network (20) for each time interval; on the basis of the relationship of an error rate and the number of measurements in a period corresponding to the cut-off frequency, determines the minimum value for the number of measurements which satisfy a given error rate; sets a measurement period and a measurement time interval so as to satisfy conditions for both a maximum value for a measurement period determined on the basis of the cut-off frequency, and a minimum value for the number of measurements in a period corresponding to the cut-off frequency; and measures the bandwidth of communication using the network (20) on the basis of the set measurement period and measurement time interval.</p>
