A method, device and user terminal for measuring a discovery signal are disclosed in the present invention. The method includes that: when measuring reference signal received quality RSRQ on the basis of the discovery signal, the measurement of a received signal strength indication RSSI is performed in the sub-frames with and/or without the discovery signal; and the RSRQ is acquired according to the measured RSSI. With the present invention, the measurement of the RSSI on the basis of the sub-frames with and/or without the discovery signal is performed, and thus the measurement deviation, caused by the situation that there is no data in a data channel after a cell is closed, can be reduced, and the RSRQ measurement accuracy can be increased. |
